For a number of years, the “Ville d’Aubagne” has been the driving
force behind initiatives to develop the audiovisual sector, notably in partnership
with the Université Image et Sons. Examples of this dynamism follows…

L.A.S.E.R.
The Scientific Laboratory for
Teaching and Research
LASER is an association (Law 1901) created in 1991
by teachers of the "Image and Sound" department.
It is chaired by a well-known personality.
An accounting firm and auditor competently supervise
the association's activities.
Linked by an agreement with the Ville d'Aubagne and
the Université de Provence, the association
helps to develop the image and sound sector, amongst
other activities.
The association is also particularly useful for production activities during
university training. It has all the flexibility and efficiency of a company,
undertaking such tasks as hiring staff necessary for film-making (producers,
technicians...), and managing production budgets.
In addition, since 1993, the LASER association, recognised by the Conseil Régional,
has developed training programmes for audiovisual professionals (casual film-industry
workers, production company employees) from the Provence-Alpes-Côte-d'Azur
region. This training is designed to perfect the use of new audiovisual techniques.

These activities enable LASER to explore new ways or
high-tech methods that can benefit the University's image
and sound sector, in terms of know-how or reputation.
Since 1995, numerous companies have approached LASER
for personal training courses.
LASER's partners
The Ville d’Aubagne is an essential partner of the Image and Sound department.
The premises on the Boulevard Lakanal have been renovated for use by the department,
and local authorities oversee the site.
In return, the department is involved in the town's cultural activities, greatly
benefiting students who can be involved in a wide range of activities.
This co-operation is one example of the department’s successful activities.

The Conseil Général
des Bouches du Rhône
The Conseil Général des Bouches du Rhône
supports the Image and Sound department’s research
activities, and partly finances some of the equipment
needed.
The Conseil Régional
The Conseil Régional is a pivotal partner through different structures:
the ARCAM (Regional Agency for the Co-ordination of Musical and Choreographic
Activites in Aix-en-Provence); the DRAC (the Regional Board for Cultural Affairs);
the Parc Régional de Matériel which includes the Commission Régionale
du Film.
The GRECC
The GREC (Research and Cinematographic Experimentation Group), emanating
from the CNC (National Cinematographic Centre), works with the Image and Sound
department, helping to create first-time short films.

The S.I.R.A.R.
The Regional Site for Aid and Production
The Ville d’Aubagne
has created the SIRAR, within the framework of an agreement
with the CNC.
The SIRAR aims to offer creators in the region all the
necessary means to produce their first cinema film. Projects
selected by the jury benefit from financial and technical
help.
The Parc Régional de Matériel and the image and sound sector
of the Université de Provence make available equipment necessary for
filming and post-production. For certain technical tasks, the film-maker is
assisted by students from the Image and Sound department. The Groupe de Recherche
et d'Essais Cinématographiques helps with the delegated production of
the film. Once it is complete, it is screened during Méridiens, the
biennial European short film-festival.
Participation conditions:

The
film-maker must live in the PACA region, and make
the film within its boundaries; |
 |
The
film cannot be made by a production company; |
 |
The
film is "small-budget" (no longer than
15 minutes); |
 |
A contract must
be signed with the GREC guaranteeing copyright,
stipulating the obligations of those involved and
the commercial provisions concerning production,
screening rights and sale of the film. |
THE SIRAR'S PARTNERS
The Ville d'Aubagne
The SIRAR is part of an
ambitious policy by the Ville
d'Aubagne to support local creation
(regional aid for theatre and
local aid for artistic creation).
Other activities concerning cinematographic
screening in partnership with
the CNC include art-house films,
short films, documentaries, "Cinessimo" cinema
cheques, screening for school
groups, etc...
The GREC
The GREC is an association located in Paris that
was founded in 1969 by the CNC and cinema professionals. It helps to create
short films, and uncover new talent in the process. The GREC enables small-budget
films to be produced, and each year encourages 30 projects by young film-makers.
The "Image and Sound" Department of the Université de Provence
Established in Aubagne, the Image and Sound department aims to train
image and sound technicians for the cinema, video and multimedia industries.
Advanced-level technical teaching, completed by courses analysing films and
art history encourage the writing and production of short films.
Le Parc Régional de Matériel
Since 1991, under the authority of the Office Régional
de la Culture, the Parc Régional de Matériel has assisted cinematographic
production in the PACA region. This aid consists of hiring and lending equipment
for filming, lighting, editing, projecting rushes, etc....
Méridiens, Biennial European Short Film-Festival
The festival « where young film-makers like to meet », aims
to discover talented film-makers before they become well-known. It also aims
to be a genuine centre for cultural exchanges between the north and south,
and to make it possible for the public and professionals to meet the short
film-makers of the future.

The
Université de Provence – Image and Sound
Department
The Université de Provence – Image and Sound Department
Since its foundation, the Université de Provence’s Image and Sound
department has become integrated in the local audiovisual production sector.
University department staff have always been involved in training. They aim
to train professionals in image and sound to be capable of producing work on
request, personal productions, and to direct production teams by choosing one
of following options:

Cinema and video - creation
of the scenario, filming; |

Sound and images - sound
recording, integrating sound with film images, slide
shows, CD-Rom; |
 |
Multimedia: creating the
scenario, learning software to make CD-Roms and Internet
sites. |
Productions by students relate to one of the six disciplines
offered during the courses: video, cinema, sound, filming,
multimedia, computer-generated images
Contact
A significant amount of the MST and DESS teaching
is of a practical nature. Students are required to
produce collective and individual projects, in the
first and second year of both courses.

ALCIME
Since 2000, the Alcimé association has run the International Film Festival
in Aubagne. Alcimé works with Méridiens (founder in 1991 of the
short film-festival in Aubagne), Arkadine and Moteur, to promote and support
audiovisual creation.
With regards to audiovisual and sound creation, Alcimé aims to support
development, to make activities coherent, to make constructive criticism and
to suggest possible experiments.
The complementary skills and activities of the member associations have resulted
in a film-festival defined by the amalgamation of images and sound. The prime
objective of the festival is to discover daring and innovative first-films
that pay particular attention to music. This ambition is in line with the Ville
d'Aubagne, and its cinema-friendly policies.
The presence of the Université de Provence (IUP métier de l'image
et du
son) and of the Céfédem-Sud, (training centre for music and dance
teachers) is therefore increasingly important.
Their establishment in Aubagne reinforces the activities, identity and influence
of the festival through a common approach to the use of images, music and sound.
As partners and founders of the SIRAR, they contribute to highlight the enthusiasm
that exists to help creative young people in the audiovisual, musical and sound
sectors.
The film-festival has become an international centre where ideas are exchanged,
favoured by the positive atmosphere in Aubagne. Scriptwriters, composers, producers,
young amateurs and confirmed professionals can share opinions, discuss their
professions and career paths, swap advice and methods.
The festival is therefore, a significant information source and place of promotion.
It would, however, like to keep its convivial atmosphere and important educational
dimension.
